Scheduling patients in an ambulatory surgical center

This paper presents a deterministic approach to schedule patients in an ambulatory surgical center (ASC) such that the number of postanesthesia care unit nurses at the center is minimized. We formulate the patient scheduling problem as new variants of the no‐wait, two‐stage process shop scheduling problem and present computational complexity results for the new scheduling models. Also, we develop a tabu search‐based heuristic algorithm to solve the patient scheduling problem. Our algorithm is shown to be very effective in finding near optimal schedules on a set of real data from a university hospital's ASC. © 2003 Wiley Periodicals, Inc. The Success of the 2014 Nuclear Security Summit and its Contribution to the Nonproliferation Regime

The 2014 Nuclear Security Summit (NSS) in The Hague was a resounding success, both in organizational terms and in terms of substance. The new substance can be found in the Communiqué, as well as in innovative joint statements by participants, all of which may be considered as implementation of actions decided upon in the Final Document of the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons. The next two years in the NSS process cannot be business as usual. This viewpoint makes some suggestions for NSS states to undertake between now and the final summit in 2016, including preparations for winding down the NSS process as we know it.

Basic scheduling problems with raw material constraints

One of the achievements of scheduling theory is its contribution to practical applications in industrial settings. In particular, taking finiteness of the available production capacity explicitly into account, has been a major improvement of standard practice. Availability of raw materials, however, which is another important constraint in practice, has been largely disregarded in scheduling theory. This paper considers basic models for scheduling problems in contemporary manufacturing settings where raw material availability is of critical importance. We explore single scheduling machine problems, mostly with unit or all equal processing times, and L_max and C_max objectives. We present polynomial time algorithms, complexity and approximation results, and computational experiments. © 2005 Wiley Periodicals, Inc. Naval Research Logistics, 2005.

柱锥级联型爆磁压缩发生器的实验研究

研究了柱锥级联型爆磁压缩发生器。给出了主要实验结果。发生器的负载是3.5μH,最大电流是55.8KA,上升前沿是14.3μs,电压为30.5KV。平均电流放大倍数是6.4。     

红外脉冲强光辐射产生技术研究

定向红外脉冲强光辐射技术是定向红外对抗中的关键技术,主要用来破坏敌方精确制导武器或C4I系统的红外传感器。本文进行了三种产生技术的研究,即爆炸激励惰性气体,多丝电爆激励惰性气体和多点同步爆燃药物。在同步爆燃产生技术的研究中,当有效载荷弹药为0.2kg时,在距离源50m处得到三个波段(1～3、3～5、8～12μm)的辐射强度为(2.00～3.55)×l05W／Sr,脉冲半高宽为约20ms的强红外辐射脉冲。     

Youth Between State and Rebel (Dis)Orders: Contesting Legitimacy from Below in Sub-Sahara Africa

Abstract

The Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable.
